Charleston – Residents of Dockside Condominiums, a prominent 19-story building in Charleston, have been ordered to evacuate following serious concerns regarding the building’s structural integrity. The evacuation notice, issued by city officials, mandates that all residents vacate their homes by 5 p.m. on February 28, 2025. This decision follows recommendations from the condominium’s engineering firm that identified potential structural issues, raising alarm about residents’ safety.

The evacuation situation has escalated to the legal arena, with 11 townhome owners filing a lawsuit against the City of Charleston. They claim that the evacuation order was executed without proper justification or evidence indicating that their properties were unsafe. Amid this chaos, residents were informed they could only remove essential personal items and furniture was not allowed to be moved, causing further distress for those affected.

In a previous inspection conducted in 2023, the building was deemed safe for emergency support; however, ongoing evaluations have cast doubt on its overall safety. A spokesman for the City of Charleston has reiterated that the primary concern is ensuring the safety of residents, affirming the legitimacy and necessity of the evacuation order.

The building’s owners now face a significant decision, as they consider options for addressing the building’s issues. They are contemplating repairs that could cost up to $151 million, translating to about $1.25 million per unit for the approximately 120-unit complex. Alternatively, owners may consider selling the site to a developer, which could reshape the future of the property significantly.

Currently, slightly more than half of the units within Dockside are owner-occupied, which presents substantial challenges for those residents who are now tasked with finding new housing accommodations. The current zoning of the Dockside property is classified as general business, allowing for redevelopment options that would notably differ from the existing tower in terms of height and structure. Under existing zoning regulations, the property would permit a maximum of 86 residential units, far fewer than the current institutional structure.

Adding to the complexities, the Charleston Building Codes Board of Appeals has upheld the city’s “Order to Vacate,” following five unsuccessful appeals from townhome owners. These residents have expressed frustration over a perceived lack of communication from the homeowner’s association, particularly regarding their ability to retrieve personal possessions left behind in their evacuated homes.

The evacuation and the ongoing legal dispute have disrupted the lives of many residents, prompting some to describe the situation as extremely distressing. City officials are actively assessing future development possibilities for Dockside, contingent on the building owners’ decisions regarding repairs or a potential sale of the property.

The escalation of legal actions, coupled with mandated evacuations, has left residents feeling vulnerable and uncertain about their immediate living conditions. As the situation develops, the city will continue to weigh options for the future of the site while ensuring the safety and well-being of its residents remains a top priority.
